The Development Center is responsible for researching buildings and mines. It researches construction technology, therefore reducing construction times for each upgraded level. However, it does not affect research times. Upgrading the Development Center to level 12 enables the use of the Microsystem Accelerator, which cuts construction times in half for every upgraded level.

The Development Center reduces building times by the following formula: Building time = 1/Development Center level, so a level 12 Development Center would reduce building times to 1/12th of their original. The Development Center also allows for some buildings to be constructed, the buildings, and the required levels are as follows:
